You're right, I don't know anything about the Valero refinery but I know CR needs a lot of upgrades.

CR seems to be going down the Alliance path.

Tons of deferred maintenance, tons of upgrades needed.

Every year becomes less and less efficient

Then eventually, ooh, it's too expensive to run it anymore, need to find a buyer who can invest in it

Finally, something will happen (storm, fire, reduction of gas prices) and they will say oh well we tried shut it down.
