Heat in the summer and cold in the winter are acts of nature. Expecting the building owner to mitigate those effects by installing heat and ac isn't making the owner responsible for acts of nature, it's making the owner responsible for the well-being of their workers, when they are at the factory.
While I have empathy for the workers who lost their lives in this storm, they chose to work there. I just don't agree that it is some outlandish expectation from a guy that couldn't store all his money in a shelter large enough to make his employees at that factory safe, even if it was in $100 bills.
