Not just terminal kids. But doesn't matter as the story is BS.

In many cases wishes like going to Disney are handled with groups of kids on passenger planes. I can see why they would require a vaccine and test for family members when they are going to be in a plane with other critically ill kids, if that is even what they are doing here.
