Hypothetically speaking. If lsu ends up with say 18 and not the 25 full allotted commits out of high school after February signing day can they roll over the 7 they didn't get this year and apply to next. Next year they could sign 32 high school kids. Put the portal numbers aside for the sake of this question.

The max is 5 that you can back count (a.k.a. rollover)
But, you can only back count early enrollees.
So yes- can roll them over if the replacements are EE's, up to a max of 5. Not counting the extra 7 this year.

It will depend on how many transfers they get as well.
I know that they have the 7 extra spots this season for transfers but I’m not sure if you can count transfers towards that if you don’t sign 25. Someone else may be able to let us know.
Need to keep in mind the 7 extra transfers to replace guys is only a rule for this year (as of now). Next year it will got back to 25 signees/transfers.
With that said, if LSU doesn’t sign 25 yes they can roll over those spots to next season barring there is early enrollees to fill them.

That means you only sign 18 total with no transfers. Any and all transfers count towards the 25. This year NCAA allows an additional seven transfers if a school has lost than many to the portal.
