Any concern that JBE hasn’t signed this yet? Would hate for LSU to get left behind in recruiting because of this.

JBE is either waiting for it to be politically expedient to sign it, meaning that it will generate a ton of good press for him, or he's stalling while someone around him figures out a way for them to make money off of it before signing it.

Its rather moot at this point as the NCAA won't be able to enforce the restrictions of players to receive money.

NIL mean making money off name, image or likeness.
Or "players getting paid".

It was just sent to him last Friday and they are probably trying to line up some sort of ceremonial signing for it with the schools since it was a pretty big piece of legislation this session.

Regardless, while the law will take effect upon his signature, the students cannot begin signing contracts and making money till the boards of the various school systems develop and implement their rules and policies for the new law. Meaning, he could sign today; but not till LSU BoS votes to approve LSU's rules and policies for their athletes will LSU players be able to start earning any money.

A player could sign a contract today, a player has no real restrictions. Whether the school asks the NCAA for determination is another question.

Simply put, the NCAA has been de-fanged regardless of whether Louisiana has a NIL, as the NCAA already has rules in place... yet countless schools will not be following those rules.

“Ultimately, the antitrust laws demand that college athletes, like everyone else in our free market economy, benefit appropriately from competition,” Delrahim wrote.

At this point in time there really isn't much the NCAA can do about it and it doesn't matter if the State has a NIL.

Figured it was worth a bump. JBE has yet to sign.
