The Pac 12 does not want to expand unless they can increase their revenues. Without a big increase in revenues there is no way they want to tip the balance of the Pac 12 to Texas/Oklahoma. The culture of the Rose Bowl, their political hate for Texas, the most recent Enron hit on their Energy problems, they have no stomach for watching Texas flex it's muscle in their beloved Pac 12. Unless there is a huge increase in revenues that totally favor them.
