at teh risk of being obvious - this is about the only way you can do it if you care about rivalry games within the division
Nebraska and PSU could be moved around but that doesn't help at all really

I do, too. This upcoming year, for example, the West would be much better than the East. The best team would be an East team (OSU), but the 1st, 2nd, and 3rd West teams would be better than the 2nd East team. Not to mention it's stupid to try to predict how good teams will be 15 years from now. Yeah, you can get an idea, but things change. Geographically, it makes the most sense to go East/West and it keeps together the best rivalries. I don't know if you agree, but to me, OSU/Michigan is too special of a game to play twice a year, let alone back to back weeks.

I was so sick after the 2006 game I did not want a rematch in the BCSCG. If you lose the game you have to wait a year for redemption. We'll definately be in the same division.

I didn't want one, either (though in hindsight, I wish we had
). You guys would have definitely beaten us in a rematch, if we approached the NCG the same way against you as we did Florida (I'm not saying we were better than UF, but we were definitely not 27 points worse. We just sucked that night. That should have been a good game, with UF winning by around 10ish, not a massacre).
