Who makes the calls?

Who makes the calls (or none calls) during a game? Does the OC and DC "run" the game, or does Les throw his two cents in? If it is the OC and DC, why not keep Les (good recruiter) and get new coordinators?
I like Les, I think Pellini is the weakness.

Pelini runs the defense. Crowton calls the offensive plays but Miles will over ride him if he wants.

Nope, don't want Crowton to go. I guess my question is this, Is Les the problem or Bo? I know that there should be accountability and Les has the ultimate say, but if Bo is the one who is not blitzing or is playing soft zones, then pack HIS bags.
