Whether it's you or them, it's wrong. The rule was put in place in '03 and he was hired in '07. This discredits everything else you think you heard, or think they said.
I'd like to see a link or hear a quote saying the Rooney's had no intention of hiring him when they interviewed him. A long shot? Sure. But to say they had no intention of hiring him undermines the process. And if they did say it, I'd argue it was only said to advance the rule.
