An MOU is a hell of a lot easier to legally wiggle out of than a signed contract. However, the contract would still have to be validated by the university's board for it to be binding.

Doesn't sound like that has a chance in hell of happening. Just surprised someone didn't do a better job of vetting. Hell, even Tenn ought to be able to do better than that.
