What happens when a coach decides to leave for another school, ie Jimbo and Frost?

What exactly is your question? How the buy outs are paid? Those terms are worked out in the contract. It could be an annual sum or money or it could be one lump payment.

I know a school pays a buyout when they fire a coach.
My question is for situations like Jimbo. He had like a 38 million dollar buyout if he got fired, but he decided to leave. So, does he or A&M owe FSU anything?

There are buyouts paid to schools when coaches leave for better jobs. In Jimbo's case it is much smaller than the one paid to him if he's fired, from what I've read.

quote:

If he elects to leave, Fisher’s buyout is the sum of all monies remaining on the contracts of his assistant coaches not retained by the university.

So, for example, if Fisher leaves, and the university retains none of ten coaches each making $500,000 on one-year deals, Fisher would owe the school $5M within 30 days. Given that many assistants are employed on two- or three-year contracts, this number is believed to be around $7M if Fisher were to leave following the 2017 season

I don't think he had a buy out if he left voluntarily.
