Are Polian and Cooks officially hired and considered part of the 11? or are they just announced? 
I believe that they are both still employed by ND.

I don’t know about Polian and Cooks, but Davis announced that the analysts would be filling Orgeron and Joseph’s spots BEFORE Raymond and McMahon’s spots were vacated.

I found that weird at the time, but have no knowledge of the behind the scenes activities re: the coaching staff. Davis may have misspoke in a situation outside of his area of expertise or McMahon could have already been removed from the coaching staff and just not announced.
I seriously doubt that BK would open the program up to NCAA violations over this.
Also at one point thought - when everyone was up in arms over no visits from Kelly - it was because of this comment and the potential for LSU to be over the 11 coach limit.
