Need help finding a Sci-fi story

It was about a war between two worlds. One was MUCH more technologically advanced but lost because it took forever planning and rolling out a new superweapon.

NO. Wasn't that book nor was it about the deathstar.
Just a very technologically advanced society that should've crushed the enemy but took so long developing a weapon (Think f-35 project on steroids) that it lost the war in a big shocker.
