Has anyone done a SBR on their current AR's and instead of buying a new upper, just sawing the barrel of on your existing upper? (by a gunsmith of course) Thinking about doing this as a cheaper way to SBR my rifle.

did this to my 16" LMT piston barrel. sent it to ADCO had it chopped to 12", threaded and dimpled

White oak armament sells a LPK that includes the ALG ACT for a solid price, if you don't mind the shitty A2 grip. LINK

Not knocking White Oak, but that's not that awesome of a price. You can get LPKs for $25ish without the FCG and ACT triggers for $65ish. If anything it's an average to slightly higher than average price.

Not going to respond to all of the responses, although each is appreciated...
Use will be plinking and home defense (also own shotguns, but pistol lacks capacity).
I've seriously considered the M&P 15. What upgrades should I anticipate making, and what bells and whistles is it making relative to firearms in the range just above this (say $700-850 range?)
Is this my best, cheap option?
Are there better builds in the $500-$750 price range?

It won't have:
Dust Cover (Not really needed IMO)
Forward Assist (I have never used mine and generally not needed)
Chrome Lined Barrel (you probably won't shoot it enough or rapid enough to matter)
It is 1:9 or 1:8 twist IIRC (perfectly great for lighter bullets "55gr")
You will probably upgrade:
Handguard (free float for accuracy)
Optics (red dot or scope)
Trigger (polished or new)
Buttstock and Grip (Preference on looks)
Misc "HD" items (flashlight, laser, grip...)
I built my PSA rifle for around 600 but I had to wait on sales. It is completely Mil Spec. Look at Palmetto State Armory for uppers and lowers if you want to "build". I would get the premium line over the PTAC. Other than that, get what you want.

last week i built my dad one using this upper from BCM. its a screaming deal and comes with the bolt carrier group (BCG)

it would probably put you right over your price point depending on how chap you can build your lower for, but if you go cheap on the lower now it will be easier to upgrade (spend an extra $80-100 on a new stock down the road, change the grip etc.) vs trying to upgrade your upper and make changes to it.

If you don't mind, I am curious how much you have invested in this build altogether with can and stamps and all? I am thinking about building my first AR and like the idea of a sbr with a can. Yours looks great.
