Bluing a gun

Does anyone know if you can re-blue a 870 express. The current finish is a matte finish and I don't know if you can use the bluing stuff on top of the matte finish.

Does anyone use Fusion Ammo? Is it good? I am looking to switch from Federal Sierra Game King BTSP due to the price. I know that Fusion is made by Federal, but don't know anyone who uses it.
