My point is that $$$ aren't an impediment to Big Market Teams as they can make the tax up on local media contracts, marketing opportunities, and operational sales. In order to make the punishment 'real' and equitable, you have to affect the on-court product otherwise Big Market Teams will continue to have a decided advantage. Fines, alone, are not an impediment.

Truth is...
The penalty for the luxury tax isn't steep enough. If there's going to be a tax, make the bite for violating it deeper and more painful. The luxury tax is nothing to big market teams who can make up the difference in local media contracts and sales. Let team's lose future draft picks, lower a violating team's luxury tax threshold (on a sliding scale based on years of violation), take roster positions away, take coaching positions away, adjust shared TV revenue, and raise the tax.
If you want to even the playing field, you have to stiffen the penalties otherwise big market teams will always have decided advantage and the back-office rules of the game will continue to be rigged in favor of 'Big Brother'.

To put it all into context, the year we traded NAW and JHart to the 'Blazers for CJ and LNJ do you recall what the Pelicans were attempting to address? Put succinctly, they were in the market for a point guard. They offered the 'moon' to Kyle Lowery and tried to acquire Chris Paul but got rebuffed by both.
So, in order to address the PG vacuum, they traded away two young players (who both professed their desires to stay in New Orleans) for a 30-year-old shooting guard (Damian Lillard ran point for Portland) and an undersized, always injured, 29-year-old center, Larry Nance Jr. Then, they ordained CJ as our point guard
To further muddy the situation...
Please note that at the time, they had just dumped Lonzo (Satoransky and Temple), Kira was busting, and they had just sent draft capital to Charlotte for Davonte Graham.
So forgive me, if I disagree with you.
