Reason 2 - Trump himself never intended to do so. It wasn't so much a campaign promise, than it was a chat for his rallys. Go look it up he admitted it. The swamp wasn't "drained" because 2 reasons.
Reason 1 - Both sides, Republicans and Democrats, are taking money from corporate lobbyist to make sure the system, which benefits the wealthy, doesn't fundamentally change. The whole back and forth and name calling is just theater for the masses to give the illusion of power to make meaningful change.
