Like 80% of the Iranian targets are civilian. They just lob missiles into heavily residential cities in Israel. Then they hit hotels, skyrises, airports in the Gulf states that never fire a shot back at them. How is that military targets? Not to mention the ships in the Strait with no US or Israel ties. Kuwait, UAE, Iraq, Bahrain, Saudi Arabia, Turkey, Oman, Jordan has never shot back at them.

The Iranian proxies in Iraq fire more at US bases and embassies than Iran.

I would argue hitting oil and gas facilities in the Gulf states is more crucial to the economy than power plants. You can still run off a generator, solar, coal-fired power plants. Cut off oil and gas you are doomed.
