Y'all wrong. It was a survey crew running lidar for DOTD. DOTD is going to overlay 10 in that area. Gross tete and loves exit as well. Do to the scanning restrictions of the equipment a reduced speed of 40mph is maximum they can travel. Unsafe on a busy interstate. Also since they're scanning the topograghical layout of the road surface and right away areas it's hard to get an accurate scan if they have vehicles next to them that blocks the scan. This is why the state police were escorting them to keep the cars away to give them a clear scan and keep them from getting ran over due to the fact they're traveling so slow. Your theories make very interesting reading however I thought someone might enjoy the truth.
