Seeing as how AT&T and Verizon seem to work best in Louisiana, I like their respective discount plans.
AT&T - StraightTalk about $45/mo for unlimited talk, text, and data (throttled after 25Gb...I stream movies off cell towers quite a bit and rarely top 20Gb). Should work with your current phone...

Any of the neighbors or your tenant have a new pool? If the indicator stops when the water is off like you say, it's not a leak. I've had a neighbor fill an above ground pool for the summer off of one of my rentals, it's a nightmare to deal with legally.
