I don't know many white people that even use the word, especially in a derogatory context, but I do hear it all the time from blacks and mexicans.
To your point, it's a word, not an action. It's obviously NOT the word that "offends" them, it's who's saying it. That indicates that they are holding all white people accountable for the actions of their ancestors, which is, itself, racist.
