For this year, the categories were changed. You now have Mastery and Above as well as Needs Support. The Needs Support group includes those that score at a basic level. This is indicated on that report under each category header.

As a result, it's not accurate to say 52% are scoring below basic. A considerable percentage of those 52% are highly likely to be at the basic level.
