Before the new rules, it was mainly to be open on Sundays. A restaurant could open on Sundays always but bars could not. Now the two really aren't that different of licenses. The food to drink ratio doesn't really matter anymore. The biggest difference is that with a bar license you can still smoke in there and also the parking requirements are different for a bar than a restaurant. I believe you need more parking for a bar. So based on what they look to be doing at that location my guess is they probably want to be able to allow smoking.
