If you are staying at a MGM hotel and pay to park then you can park at any of their properties and get in and out access.

We typically stay at Park MGM, best garage in my opinion plus easy drop off. We will take the car and park at the Bellagio and go to see the fountains.

The only reason you listed here to get a rental is Hoover Dam or Red Rock. Cheaper to just Uber to Fremont and the Rio. I cannot imagine why anyone would drive from the Park MGM to the Bellagio. It would literally take the same amount of time to walk to the parking garage (or get it from valet), drive to the Bellagio and park as it would to just walk there.
