United Excursionist Perk

Has united changed their excursionist perk? I am trying to book U.S - EU - EU - U.S. in business and it keeps trying to charge me extra for the intra european flight. It shows 0 charge for economy but an extra 27k for business.
When i have done this in the past, it was 0 add'l points if i booked business all the way through. All awards are business savers.
I spent an hour on the phone with United yesterday and they refused to admit any rule change, but acknowledged that the system was determining that additional points are required.

What are your destinations? I tried it for a trip I am taking later in the year and it shows 0 for the inter region flight. Den -> Munich -> Vienna -> Den. If you can't get it to work, I wouldn't sweat it too much as European business class is nothing special.

Yes, but it looks like it isn't available on every combination of flights or days.

I see. Its something weird. When i select a 60k point saver award outbound, the middle leg costs more points. When i select a 77k point saver award, the middle leg is free. Thats not consistent with the rules. I wonder if this is a glitch or an unpublished rule change.
