Global Entry is great. Coming back from overseas you literally only have to walk by a kiosk and take a picture. No other customs check. Includes precheck.

Go for GE if possible. Particularly if you enter through international ports like SFO, you are f@#&&%& 19 ways from Sunday if precheck is shut down, and you have an hour to make a connection, etc.
I've only had this problem on the west coast, and once at EWR, but they just decide that Clear/Precheck is all of a sudden unavailable at noon on a Tuesday, and you are screwed.

Update: had appointment today. Was in and out in under 5 minutes. Did digital finger prints. Confirmed my passport and address. Done. Think start to finish the entire process took me 10 days.
The agent in Kansas City said they are releasing Saturday and Sunday appointments on Wednesdays at 4pm for the remainder of the fiscal year. Not sure if this is specific to the KC office or will be done at all offices. Could be worth checking the scheduling system on Wednesday just to be sure.
