Depends on what you're into and what you want to do. Just do 2 weeks in NYC and you can use it as a base to visit other places like Philly or NJ. NYC is limitless.

More than enough. I did 3 days in Philly and that was plenty. Skip NJ. Give NYC 4 days.

yep but I think we had to cross over to NJ to get on the boat to Ellis Island and Statue of Liberty but that about it!!The Staten Island Ferry may be the best way to see SOL if you dont want to take the full tour.
I do know now that you are limited on Liberty Island. You can see the island grounds and maybe go in the pedestal without reservations, but you have to have timed reservations to go to the crown, and you are very limited in what you can take inside with you.
