Depends on what you're into and what you want to do. Just do 2 weeks in NYC and you can use it as a base to visit other places like Philly or NJ. NYC is limitless.

More than enough. I did 3 days in Philly and that was plenty. Skip NJ. Give NYC 4 days.

It's been years since being in that area (pre-9/11) but you used to be able to get to Ellis Island/Statue of Liberty via boats from Battery Park in Lower Manhattan and Liberty State Park in Jersey City. The boats from Jersey were much less crowded, and if your timing was right, you got docked and onto the islands ahead of the overcrowded boats from Manhattan.

I do know now that you are limited on Liberty Island. You can see the island grounds and maybe go in the pedestal without reservations, but you have to have timed reservations to go to the crown, and you are very limited in what you can take inside with you.
