If so are their best destinations outside of Continental US where this doesn’t apply?

No quarantine from anywhere. Testing (rapid antigen testing OK, most Mexican/Caribbean hotels do this on-site) within 72 hours of flight to return from international. PR, USVI are not considered international so don't need a test to return home, but they still require testing to get in. They have a leg up from that standpoint, but they're pretty crowded now as a result, as is Hawaii.

No quarantine or covid test required for entry to Costa Rica, just covid medical insurance and a questionnaire to fill out. I bought the insurance this morning - $39 for 2 weeks.
A covid test is required for entry back to the US. But my Costa Rica tour guide friend has had no problems getting tests for his clients.
The State Department does now have a Level 4 warning for Costa Rica with advice not to go, but I'm going as long as Delta lets me on the plane.

Anyone traveled to Hawaii lately? Which facility did you go to for the NAAT test for the 72 hr predeparture requirement?
