Aruba, very safe, well run, calm side of the island is almost like a swimming pool.

Aruba would also be an option.

Or Bonaire ? More laid back.

I just got back from St. John after a week and a half and it was amazing. I've seen a few others suggest this and I agree. The wife and I had a great time. Water was perfectly clear, weather was nice, and bars were great.

We did a good bit of snorkeling and saw a ton of marine life. A few sea turtles some rays and plenty of fish.

St Thomas.

You can ferry over to St John. Beautiful beaches everywhere and it's easy to get there. Hotel and AirBnB options are plentiful. It's considered the US so no testing to get back to the Mainland.

Pretty water/sand with shallow water like you see on a post card(Turks and Caicos?) Can't emphasize this enough.
Old people friendly
Ease of travel would be pretty big too

St. John, Ambergris Caye Belize, and Harbor Island Bahamas.

St. John is really popular right now so rentals (house and cars) on short notice could be limited, beautiful island and you won't get bored. Bahamas has some of the best beaches and most beautiful water you will find not in the Pacific, food is expensive. Ambergris Caye is a cool place and you only need a golf cart to get around, but beaches are limited.

You can't not go wrong with any of the three.

Sugar Beach St Lucia. It's on a cove and there's hardly any surf. Feels more like a lake. It used to be a plantation.
