I was hoping he wouldn't do that. Also, trying to keep it relatively simple as he's clearly first timing this.
According to him he isn't able to identify an alternative, so all these other variables start to lose value IMO because they are relative to possibly not going at all, which starts to get subjective. I think the surcharges are passed on but not sure how much for his route. I imagine business class would survive that calculation.
If us two were chatting we'd be all in the weeds on this.

I flew EVA business through ANA (Amex MR) in the past and enjoyed it but Cap 1 to EVA is generally a terrible transfer. It's like wasting Chase URs on Marriott instead of Hyatt. But if you're comfortable with it and that particular route is what you want, by all means. What dates are you looking at? My offer still stands.
eta: NVM if you're set on flying EVA but Aeroplan is an option to get you to Cebu.

I think the cash prices he was listing was for all 3 people.
Correct, those cash prices were for all three people. The only leg that we feel business is a priority is the return leg though so open to Economy going there if it offers better value

It becomes about 1.6cpp for PE (meh) and business at 3.7 which is good.
Since we've pretty much come to grips what Business on EVA both ways might be a bit out of reach we may book EVA Business for the return trip and since we're open to Economy as an option for the outbound flight wait a bit and consider one way options on other airlines that have a better conversion (but maybe a longer route) for the outbound.

I agree on the transfer. We're now looking at May 20 or 21 - June 2 (wife and daughter think those two weeks work better) and Air Canada does have flights but when I try to price the route using points on the Air Canada website, all it shows me is an EVA flight with only Economy available at 10 points higher than what EVA would cost (50k pts for an econ seat)
They do show one flight available for the return in Business class but it's double the travel time and almost double the pts for what EVA has
At least this is how I am interpreting it but Teddy is right, I am definitely first timing a trip like this on points. I've done smaller ones before but have alays gotten 1:1 value on the transfer and the routes were similar so it math/value was easier for me to consider

With our new dates, I am diving into Singapore Airlines and their Krisflyer program today since they are also 1:1 with Cap 1
ETA - Singapore does show availability but definitely more travel time and looks like 771,000 miles compared to 600K for EVA.

You need to refine your search. Are you actually from LAX? If you’re going to position anyways, you need to broaden your search out of SFO, Seattle, etc and into Taipei, Manila, etc. then take cheap direct into Cebu ( Flightconnections).

Yes, the flight there will be from Lax. I am taking the daughter to Disneyland for a few days before we head over.
I checked SFO but nothing is available using KrisFlyer (that I could find).
Coming home we have more flexibility but I am also not very interested in swapping a 20 hour travel experience for a 40 hour travel experience with multiple layovers solely for a better point conversion.
Not saying you're approach is wrong but the wife's work schedule is a pretty hard cut-off on how much time she can take at one point and it's a hard cutoff at 2 weeks.

Timely article about doing Avianca searches
Search engines are finicky. Another tip is don't always search LAX-TPE then TPE-MNL.
Sometimes the segments are married so LAX-MNL will show but doing it separately won't.
I would also still try a trial of the award search tools that are now available, as discussed in the linked article.
