Did you try going to the adapter settings and changing from “auto” to 1000mbps, full duplex?

sorry no specific link and i don't have the computer to try the things people say they are trying so i can't link to a guaranteed fix. a couple things i do remember briefly scanning is that someone said they fixed it by resetting their network under "Network and Internet Settings". others seemed to have found an OLD driver that worked. then as others here have mentioned you can just get a network card for not too much and be done with it.

What kind of anti-virus do you run? I know Sophos has known issues with throttling internet speed test.

set it to full duplex, it was on auto. Nothing changed

Just windows defender.

I may have figured something out.

I went into the adapter config settings and changed the following settings.

Energy Efficient Ethernet > OFF
Receive Buffers > set to max value
Transmit Buffers > set to max value
Interrupt Moderation > DISABLED
Set Interrupt Moderation Rate > OFF
Jumbo Packet > DISABLED
Packet Priority & VLAN > DISABLED
Receive Side Scaling > OFF

Not sure what did it, but the first speed test I did after changing those settings hit 400 Mbps.

2nd speed test hit 540.

Had AT&T fiber installed yesterday

Cox had been cutting in and out every since we moved into a new place. Tech found nothing wrong so we said frick it, lets double our reliability for half the price. The best part is we're the only other house in the neighborhood with AT&T so we're getting well over the advertised speeds.
