I would go with the Dell because of the faster CPU.

I know this is $50 more, but you get a substantially better machine, cant stress how much better this machine would be 
Just the display and processor alone make the $50 upgrade worthwhile

You also get a device that is supported until at least 2025. Can't say the same for the others.. Google is going to rub a lot of people the wrong way by not forcing the manufacturers to list the end of life date on these cheaper devices.

Looks like you're aiming low on the pricepoint. Being that this is a Chromebook and you're basically running a bunch of tabs in a browser, find something with at least 8GB of memory and a decent processor or you'll never want to use it. At that price, I'd go with the [link=https://www.amazon.com/dp/B07VT254P6/ref=cm_sw_r_sms_apa_i_jS4rEbJVN5BBQ]HP 15 - Amazon or the ASUS C425 - Amazon. The Asus is a bit smaller, lighter. The HP is heaver and has a better screen. Both are less than $400.

My dell xps13 screen flickers at the bottom. Very annoying 
Such a great laptop. It's still completely usable. I don't use any of the windows apps anyway.
