Make sure you clear cookies from "the beginning of time" and not just the last day or week.
Make sure you don't have any extensions installed that block third party tracking or anything like that (maybe try running chrome with extensions disabled to see if the problem goes away. In Chrome, hold ctrl-shift and press N to open an incognito window and try doing what you're doing)
Sounds silly, but make sure the date and time is set correctly on your computer

Date and time is right. Incognito window still gives me a redirect error

Don't bother; go to Google. Have Yahoo email? This is a good time to set up Gmail. Lol.
All seriousness though; clear cache (beginning of time), check internet connection (for example try going to google.com - does it work? if so, then it's a redirect problem. If not, it's your internet) restart computer.
If not solved, and you can visit other websites; then I have no idea.
ETA: are you visiting yahoo's home page or a specific page?
ETA: to directly answer your question, a redirect is when you tell your hosting server that x web page now lives at y. Thus, if I visit x, then I automatically go to Y. It's specifically for SEO purposes and web development. A redirect loop is when you tell x to go to y, then y to go to x. It "loops".

Malware can also cause redirect loops.
Go to Chrome's settings, click show advanced settings at the bottom, scroll down to Network and click the change proxy settings button. Make sure nothing screwy is going on there.

Just ran spybot. 12 things came up and I fixed them all

I restarted my pc and now I'm not getting the error. So I think it worked.
