You used to be able to. Not sure if you can anymore or not.

Settings-->General-->Date&Time
Change "Set Automatically" to Off.
You should then be able to set it yourself.

Strange though, because typically the time is set based on the cell signal.

One of my co-worker's phone runs 2 minutes fast. Agreed, it should be automatic off of cell signal. No clue why hers does that.

I had an HTC Incredible 2 that for some reason would randomly decide it was in Arizona. It would reset itself to some city in Arizona and change the time to that time zone. Was the strangest thing. The first time it happened I was at work and my alarm had been set to get me up at 5:30 that morning. I dismissed the alarm, but didn't actually disable it. About 8:30 the alarm starts going off because the phone is thinking it is in Arizona and that it's 5:30 in the morning.
