Cactus vpn has an iPhone app. But I think it's more than that.
ETA: When using it on my MB Air it is much slower than my Cox connection alone. Was able to stream but tiled a lot and took a long time to get to pages.
I would guess any VPN is going to experience a slowdown versus your standalone IP.

I've used Private Internet Access and haven't noticed a slow down... but I haven't tried to stream videos while using it.

I was using a London VPN so I could stream Eurosport through Cox service in LA.
Not sure how one is supposed to bounce a signal across the globe through your local ISP and not experience any slowdown.
Maybe it was because my VPN was specific to the UK.
I would say in general it depends on where your ISP is and the VPN is physically.

Whoops, sorry, I should correct that:
I haven't noticed any slowdowns on the U.S. VPN endpoints.
Using endpoints outside of the U.S., yes, there's quite a bit of slowdown. However, as I use it as an anonymizer more than anything, I use the U.S. endpoints.
