I dunno. Just glancing at the play store and the app store, the top grossing apps lists are pretty similar. Everyone knows that 90% of all mobile apps can be found in both places. I really think the average android user is simply spending less on apps or they're tech savvy guys like CAD, ducking ads using tools like adaway.

We'll see I guess. I just don't think they will capture $5 billion more by growing market share when they already have 80% + of the market.

Like I just said, they won't capture $5 billion more by further growing market share. The already captured market share is the incentive for developers to further monetize the platform.

Is anybody even paying attention?
