Nope, at the very least it will need to be adjusted for your room and your personal preferences.
As for the hz/motion settings, the TV doesn't really know what it's playing so the viewer has to decide what looks better.

Which is actually better, we've just been programmed to like the 24 fps. It's just like how some younger people prefer the sound of a 128 kbps mp3 over the sound of a cd, or the sound of vinyl over a cd.

I have always preferred Plasma tvs to LCDs and like them slightly more than LEDs. Plasma supposedly actually runs at closer to 600 hz refresh but doesn't build in tech to make up movements.

LEDs are LCDs with LED backlights arranged either along the edges (most common) or directly behind the panel. The original LCDs used CCFL backlights and were better in many ways than the edge-lit LED-LCD crap that dominates now, whose main virtues are thinness and narrow bezels.

Plasma's 600 Hz is not comparable to the LCD 120 Hz (and higher) refresh rate; it's just not the same thing at all:

Plasmas use a 60 Hz refresh rate and don't need to do frame interpolation to make up for inherently poor motion handling as is the case with LCD.
