Looking for suggestions for an FM/bluetooth amp/receiver and speakers to go on a boat house/dock.
Not looking to spend over 400-500 but want something decent

If it were me, I'd find a marine stereo and speakers for a boat, put it in an enclosure and run it of a 12dc converter.
This is how the stereo in our spa is setup.

I have been using this setup with zero issues, for quite a few years now.

Your amp is going to have to be replaced every couple of years if you keep it outdoors, even if covered.
I use a cheap Pyle PTA2 2-channel amp to drive my pool speakers with input from a smart TV. I stream ballgames, music, etc. I replaced the Pyle once in 10 years while the TV lasts 4 years on average. My OG Niles RS6 rock speakers are finally due to be replaced after 12 years. It’s been a very reliable setup IMO.
