They have to report cases they "suspect" to be true. Unsubstantiated cases do not have to be reported. Some people make false reports to get others in trouble. In this specific thread, the OP wants to make an anonymous report of abuse. After talking with the child, if the school officials see no physical effects from abuse and have no other reason to believe abuse is occurring, then they are not obligated to report it.

I believe you can report to the police and they will keep you anonymous if you ask.

I now see someone said they will then put it towards child's services.

Can you report to the police anonymously? Yes. Does doing so limit what the police can do? Yes. See Florida v. J.L., 529 U.S. 266 (2000)

Child Services is an agency made up of state agents, just like law enforcement. They must also abide by the constraints of due process and other applicable search and siezure limits. I just had an article published on this subject.
