Pop-up/Mouse-over Photo in Excel

You used to be able to insert a note, then format the note so the background fill is the picture you want displayed.
The latest version of Excel no longer has options for this, so how are we supposed to generate a pop-up/mouse-over picture?
Example: List of products (or a personnel roster)...mouse-over the cell and a picture of the product pops up.

I have O365, and the process for doing so in 2019 also works.
