Opinion on a Video card for Ultra HD and 4k playback

I'm building a new PC. I'm looking to play games, but mainly looking at playback. I've not purchased a card lately and thought I would get opinions.
1- looking at a 1060 6g video card
Or
2- I'm going wit the Ryzen apu (2200g or 2400g). Will use high speed ram (3200) if I go this route.
OR
3- I'm going to fins a great deal that I'm over looking from you guys.

I recently looked into this, and pretty much anything from RX560+ or 1050+ can handle Ultra HD and 4k playback. You can play games at 1080 with medium to high settings, but you won't get anything close to 4k gaming.
FYI, the newest intel processors can handle ultraHD on their own, if you aren't intending to game anything super heavy and want to save money.
I went with a gigabyte RX560 for $150 and have watched a few things in 4K without issues. It can handle HDR, but windows looks like shite in HDR (or at least I couldn't tweak the settings enough to make it look good).
ETA: I am using a 43" TLC 4k tv as my monitor, not sure if it matters for you.

don't know yet. I installed and then only played VR games for a while, then nothing since. I just bought a new game, so will be testing it this week.

If you are wanting to game at 4k, the minimum you could get away with would be a 1070 and even then you would have to play on potato graphics settings depending on the game.

they should just get a few 1080tis, like i have on my computer.
