This is what I would do. It's going to be covered in the box so nobody will see it, right? If you don't know what you're doing, a patch panel is going to still look trashy.

I'd just put RJ45 jacks on them, velcro neatly and go straight to the switch. It's only a few cables and with proper use of velcro it can look great.

Yes it’s going in a closet. I’ve got a pre drywall meeting with the project manager next week and I’ll see what he says but I’m guessing they are going to want to terminate with keystone jacks since that is what they are doing in the rooms anyway. I think this is what I’ll get them to do and either organize them in a blank panel (the leviton one is expensive as shite) or just run short patch cables to the switch. Leaning towards the latter since it’s only five lines. I can zip tie it all to keep it neat.

Terminating to keystone jacks in the can would be silly. It’s another point of possible failure. RJ45 in the can if the switch is in there. Keystone at wall plates.

If he has no plans to ever put in a patch panel I would agree. However, if a patch panel is possible then I'd go ahead and just do keystone jacks. Then you can get a keystone patch panel and just snap them in. This is what I'm doing in phase 1 of my home network setup. When I get around to phase 2 (server rack, patch panel, etc) then I don't have to re-terminate the cables.
