I have my kids old laptop. He primarily used it to play minecraft, games off of steam, and lord knows what else he has downloaded. I'm sure this thing is full of garbage viruses and whatnot. My question is, what is the best way to clean this thing out, delete the games and various programs, and essentially restore it back to how it was new?

How old is the laptop? If it still has the original hard drive and it isn't solid state, you may consider buying a new solid state hard drive and installing the OS on it.
Most laptops have a sticker on the bottom with a Windows product key as well as the version of Windows. You can try to download that version of Windows from Microsoft's website. Read this LINK.
Some laptops come with a restore partition that will reset everything as if it was straight from the factory. Try googling the model # and restore partition to find out how to use it. In this case you would use the original hard drive.
