You can get pretty much anything you want done for under $500 and if it is complex, maybe $1,500.
The companies in the USA charging thousands on top of thousands are just subbing it out to top quality talent in Eastern Europe/Asia.
I would start on Fivver.
You should be extremely clear on your communication on what you want or it will bite you in the arse.

This is true, but most designers have no idea about SEO. So many people end up with a beautiful new site that nobody sees, because the navigation and content weren't put together with an understanding of how search engine optimization, strategy, and keywords work.
We do a lot of work restructuring pages and redoing content for people who just had new pages built, so their page will actually show up for their target audience.

Meh. SEO is not complicated. I have two websites both getting over 75,000 hits per month.
Pump out good keyword targeted content, build some solid links and google takes care of the rest. Of course this is 85% of it with technical guys like yourself putting the rest of the work in.
I have never found SEO guys to be that honest and I think they are overpaid for their services.
This guy probably has a local biz and wants to rank in some po dunk city for a keyword nobody is even looking for.

This. Upwork is also a good place to look. Be very specific with the contactors. Give them example sites. Also find a good SEO checklist and implement everything you can. Starting a google my business page with links to the site will really help too.
If you're really new to this you can always get a basic site made that you may or may not use and learn the process that way.

It works for terms without a lot of competition, but if you're trying it for something like HVAC Services, or Houston Movers, you are never going to rank because so many others have been optimized for those terms for years.
If you aren't a national brand and provide local services, build out a locations tab and build pages for each of the surrounding towns to capture those markets, but focus your main pages on the town where you are trying to generate leads.
Also, if you are a local business make sure you have a local business address to list as your location for Google maps. If you are home based, pay for a mailbox at a coworking space and use that for your business listing address, and work on getting some good reviews.
I'm not actually the SEO person, I work in oil and gas, but my wife and I own a marketing company that she runs, so I have learned a good bit over the years.

I would not recommend getting anyone outside the US on Fiver, Freelancer, or any of those "help sites". I have tried it 4 times with different people. I ended up doing the work myself. But hey, that is just my experience. Maybe I sucked by picking the wrong people.
Depending on the website you want it isn't that complicated anymore. I've been a few for myself. Building a website is the easy part. It's getting the good content for it and making it nice is what makes websites work great for your market.
