Mobility Admin around here?

Anyone here a corporate mobility admin?
I’m in an absolute battle with AT&T as we migrate our entire fleet to Verizon. Short summary is Verizon has better pricing, more proactively willing to support business operations/budgeting
I have an exec, because of course this would happen to an exec, who is “successfully” ported to VZ, but can’t take any inbounds from ATT personal or business lines. VZ says it’s an ATT issue. ATT says it’s a Verizon issue. The difference is VZ has their executive leadership involved, which tells me they are confident it’s not on their side. ATT is giving the run around, which tells me it’s their issue, they’re losing the business, and they don’t care to fix.
Has anyone here battled with ATT before? I can’t get a name, I struggle to escalate, the whole 9 yards. I’m on the borderline of getting legal involved, because ATT is “technically” breaking the law by not resolving the issue

Ask VZ what "prompt" to tell the ATT people. "You have released the numbers but not the IMEIs, so VZ can't control inbound call spoofing prevention" (I'm just making that up, but you get the idea.) I figure you're kind of desperate, so my minimally helpful advice might be at least of minimal help. As minimal help would be.
You need VZ to give you the code words that trigger L3 involvement from AT&T. I don't know about the business side, but the Filipino staff at AT&T generally knew when it was time to go off script and escalate.
