The P series Vizio upscales HD content to 4k pretty well. The weakness is in upscaling SD content, but I've been satisfied so far (I have a 2016 P series 65" Vizio.)
Samsung and Sony do the best job, overall, of upscaling SD content to 4k/UHD, but it is not a reason not to buy the Vizio, if it otherwise fits your plan. Vizio does a great job with local dimming and they tend to use full array backlighting further down their product lines(but not sure about the E). All other things considered, the Vizio will be the best bang for the buck, Sony will have a slight edge in film content, and Samsung will have a slight edge in overall performance.

I'm beginning to think it's by design - I had an old 32" tube JVC that had pretty good sound - of course it weighed 100 pounds.
The set makers think it's a good thing - it's an upsell opportunity to get you into a sound bar.

You're playing "panel lottery" with Samsung and Sony as well. For whatever reason, Vizio hasn't drawn that reputation, whether it is lowered expectations or something else going on, I can't say.
I have a Samsung 4k PC monitor and it's fantastic, although I must say the default Samsung settings all look a little "washed out," color-wise, compared to Sony and Vizio. The Vizio "calibrated dark" default settings are outstanding for 4k - I haven't changed a thing on that one yet.
