Last known good configuration when F8 button doesn't work

HP laptop had been having trouble booting up off and on for a while, so under troubleshooting I picked reset PC which is supposed to save all files and I've done it before with no problem. This time it deleted Chrome as well as a other software I use for guitar recording. A while back I spilled some water on the keyboard and it's fine except for a couple of keys, F8 being one of them. I've tried Windows Restore but it says there no restore point. How do I enter last known configuration when I'm unable to tap F8 during start up?

USB keyboard should work, but as a general tip: if you hold the shift key while restarting (through the normal Start > power > restart method) Windows will boot back up in repair mode, and you can do anything from windows repair, to booting into safe mood, to loading into BIOS/UEFI.
