Anyone have a definitive fix for this? I do a restart and it fixes it for about 12 hours and then it starts calling people and flipping out.

back in 2018, my iPhone 6s Plus had the same F’d up ghosting problems. One night it called my mom 20+ times. The phone was basically unusable and I had to upgrade to the 8+. I tried everything and Apple tech support had no answers on how to fix it . Good luck brother as I feel your pain

Is there any damage to the screen or liquid damage to the phone? If not you may be eligible for a program Apple Display Program

As long as that is the case you may be eligible for a free screen replacement via Apple or an authorized repair facility. They will examine the device to ensure it qualifies.
