Inexpensive laptop for children?

I migrated over to the Apple ecosystem some time ago and am out of the loop on Windows based laptops (and Chromebook as well).
My oldest (9) is starting to utilize my laptop more and more and I prefer to her to have her own. That said, all I need is something very basic. Clear screen, long(er) battery life and something that can handle Microsoft Office suite products (providing I go Windows based or can a Chromebook handle this as well?) and browse on the internet, all with relative ease (no bogging down).
Price range, as least expensive as possible, but I envision (based upon Chromebook prices I have seen) spending anywhere from $299 to $399 in terms of cost.
Brands and/or configurations I should take a closer look at?

HP Stream seems like a good notebook for a kid. Basically like a chromebook (low end specs, small SSD for fast access, cloud storage oriented) but with Windows. If MS Office is a requirement (MS Office specifically, rather than Google docs), then it can't be a chromebook. Though I can't imagine that a 9 year old needs anything from Office that Google docs wouldn't provide.
