I should also add, there are tons of custom roms available that remove all of the google code/apps/software.

Majority, yes. But there are more and more ROMs allowing re-locking (lineage for example if you want to implement it). Compiling your own AOSP for pixel phones and locking the bootloader isn't that difficult.
